Upgrade the Asia Pacific production PostgreSQL databases from Graviton3 (db.m7g.large) to Graviton4 (db.m8g.large) through sequential RDS blue/green switchovers. No engine version change. Expected connection interruption is under one minute per database; in-flight card authorizations or events may require retries or temporary stand-in processing (STIP).
